In comparison to the present average, what is the optimum annual intake of immigrants (including refugees) that Canada should accept?

Vineberg: Immigration has not increased at the same rate as the population or the economy, which is one of the reasons we need more temporary foreign workers.  However, 250,000 were represented. It was 9.% of the population in 1993, but it is now barely 0.7%.  The annual cap on immigration must be increased to 320,000, or at least 0.9% of the total.

Griffith: Establish a broadly based advisory council to analyze statistics on social and economic integration at the national and regional levels, provide suggestions to the government regarding longer-term goals, and determine if the existing levels and mix are suitable.

Kurland: There is no perfect number.

Should the role of provinces and municipalities in immigration be increased? What function ought that to serve?

Vineberg: The Constitution gives provinces the authority to control immigration, and they need to be permitted to increase immigration. There would be plenty of capacity to do so if immigration were increased to 320,000.

Planning for settlement and integration must involve municipalities since most immigrants settle in urban areas.

Kurland: No, a bigger part is not needed. Both the federal government and the provinces are responsible for certain areas.

Griffith: Not particularly strong.
